debconf-kde-helper software package provides Debconf KDE GUI frontend tool, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install debconf-kde-helper
debconf-kde-helper is installed in your system.
Make ensure the debconf-kde-helper package were installed using the commands given below,
$ sudo dpkg-query -l | grep debconf-kde-helper *
You will get with debconf-kde-helper package name, version, architecture and description in a table
